Hitherto the small holders of property have not bid their share ef representation. In my long and intimate acquaintance with the werkingof tholaws under which we live, it has caused me often to feel that each a state of things ought not to exist. It is really no nst ear burking this question; all feel that a chango Is necessary. The large holders already have their representative, and we are entitled to ours. .
