Many of the jailing discords and conflicting interests of so many local bodies might, I think, be obviated liy judicious combination, The administrative powers of the Counties might bo extended with advantage to the districts, but I should strongly oppose any attempt made to give them legislative functions, lam opposed co a County rate, believing it would be unfair to the district to collect a duplicate late upon the same properties for precisely the same kind of work.
