I do not agree with those who assert the County system has been a failure. An intermediate step between the outlying districts and the Government is necessary and 1 believe this gap has been filled in some measure by the Counties, In pro moting the settlement of the waste kids, and in providing the necessities e of settle ment -viz., roads and bridges—the West County bis done good work in the past; and I ain confident that if the same policy is pursued in the future, liko results will follow.

Many of the jailing discords and conflicting interests of so many local bodies might, I think, be obviated liy judicious combination, The administrative powers of the Counties might bo extended with advantage to the districts, but I should strongly oppose any attempt made to give them legislative functions, lam opposed co a County rate, believing it would be unfair to the district to collect a duplicate late upon the same properties for precisely the same kind of work.
