I do not agree with those who assert thut the Couuty system has been a failure. An intermediate step between the outlying districts and tho Government is necessary and 1 believe this gap has been filled in some measurt by the Counties. In promoting the settlement of the waste lands, and in providing the necessities of settle ment -viz,, roads and bridges—the West County has done good work in the past; and I am confident that if the same policy is pursued in the future, like results will follow.
I I belieye th,at we have tpo much local goYernniont, and would therefore support any effort made in the direction of amalgamating Counties or of merging road districts. Many of the jarring discords and conflicting interests of so many local bodies might, I think, be obviated by judicious combination. The administrative powers of the Counties might be extended with advantage to the districts, but I should strongly oppose any attempt made to give them legislative functions, lam opposed to a 'louuty rate, believing it would be unfair to the district to collect a duplicate late upon the same properties for precisely the some kind of work.
