It will be my aim to assist in fostering snch measures as will promote the substantial welfare and advancement of the Borough so as to enable it to attain the position its natural advantages warrants. At the same time I will eonaider it my duty to counsel tho ratepayers against unmatured schemes for reckleaa borrowing and expenditure, and will use my best endeavors to protect the Burgesses (ton being weighted down with excessive ud burdensome rates.
