I thank you sincerely for the confidence you have hitherto reposed in mo by twice electing mo one of your representatives. The Representation Act provides for the division of the AYairarapa electorate into twe districts, viz., Wairarapa North and Wairarapa South. If is my intention to offer myself as a candidate for the northern division, I therefore avail myself of tho present opportunity to assure the electors that, if elected, I shall ever consider it to be a pleasing duty to promote the interests of both electorates with which I huve lo»g been so intimately connected. Hitherto the sm ,11 holders of property have not li ul their share of representation. In my long and intimate acquaintance with the working of the laws under which we live, it has caused me often to feel that such a state of ought not to exist, It is really no ust our burking this question; all feel that a ch.u'ge is necessary, The large holders already have their representative, and we arc entitled to ours. Although not altogether in favor of many actions of the presen", (iovermncnt, yet believing as I do that unflinching economy is still necessary in tlm administration of our finances, I shall he prepared to give the Hall administration an independent support, reserving to myself the right to vote for whatever I consider to be for the benefit 01 the peoule and the advancement of '.lie colony generally. With extended powcis, I believe the County Councils, in conjunction with our Highway Boards, are capable of much good work, being fL inly of opinion that a Council comprised of our fellow-settlers must necessarily be better acquainted with our requirements and the management of local affairs than a Government official located at Wellington. The generous amount of support promised to me wherever 1 have made my views known has encouraged me to ask for the honor of representing you. I own to no personal feeling in the contest, but simply an honorable ambition to serve my fellowsettlers.
