PROPOSED MUNICIPAL ASSOCIATION.
* The following are the proposals submitted by Mr R. Brown, Town Clerk to the Masterton Borough Council, re the formation of a Municipal Association for the colony : 1, That the various cities and boroughs in New Zealand be invited to form' themselves into an association. 2. That such association have for its objects, the improvement of'legislation' for municipal corporations, both as regards finances and administrative powers, by consolidating and amending existing, and introducing new laws, 3. That an officer be appointed in some central and convenient part of the colony, whose duties shall include the following :—'■■' 4, That ouch borough forward to this officer by an appointed time in each year any additions to, amendments or alterations of, the Municipal Corporations, Rating, or other Acts
affectiiiK such corporations. 5, The said officer to collate the subjects forwarded, print the same with the names of the proposing municipalities, and forward —copies to each
member of tho association by an appointed dato, 6. Any borough desiring alterations in any of the matters in such copies to forward by an.appointed day their proposals to tho said officer. Such proposals to be forwarded to the
boroughs affected and returned by them with their assent or otherwise. 7. The whole of the matters then finally agreed to shall be prepared to the House and copies sent to each Bor-
ough. 8. That each borough shall then supply a copy and request the M.H.R's for its district to support the measure. • 9. Tho said officer to communicate any important matters affecting municipalities that may arise during the session, to oach member of the Abso« ciation. 10. That to provide for the expenses of the Association each member contribute pro rata per annum.
