TO THE ELECTOES OP WAIKARAPA SOUTH, As a working settler of twenty years, standing, I respectfully offer myself as a candidate to represent you in the new Parliament. Without wishing to raise any class cr/, I may state that in my opinion the time has arrived when all classes of settlers should be represented. Hitherto the small holders of property have not lud their share of representation. In my long and intimate acquaintance with the working of tho laws under which we live, it has caused mo often to feel that Bnch a state of things ought not to exist. It is really no use our burking this question; all feel that a chaogo is necessary. The largo holders already have their representative, and we aro entitled to ours. Although not altogether in favor of many actions of the present Government, yet believiug as I do that unflinching eoonomy is still necessary in th« administration of our finances, I shall ho prepared to give the Hall administration an independent support, reserving to myself the right to vote for whatever I consider to he for the benefit of the peODle and tho advancement of the colony genorally. With extended poweia, I believe the County Councils, in conjunction with our Highway Boards, nro capable of much good work, being firmly of opinion that a Council comprisod ol our fellow-settlers must necessarily be better acquainted with our requirements and the management of local affairs than a Government official

Tho generous amount of support promised to me wherever 1 have made my views known lias encouraged ms to ask for honor of representing you. I own to no personal feeliug in tho contest, but Bimyly an honorable ambition to serve my fellowsettlers.
