MUNICIPAL CORPORATIONS BILL
[From the N.Z, Times.] Mr Shrimski moved that progress be reported on the Bill, and leave given to sit again. The motion was lost on division. After some more debate Mr Seddon moved that the Chairman leave the chair, but the motion was lost. Tho following new olausei were added to the bill:—
" In addition to the subjects mentioned in the three hundred and forty-ninth . section of the Municipal Corporation Aot, :, 1876, the Council may inako by-laws on the following subjects: (1) To prertflM regulate the blasting of any rock, §flH| timber, within the prevent or regulate the placing of Sfpßß tions of any kind whatioever upon, any wharf, street, river, or pubho place within the borough. (3) To prevent or regulate the placing of any writing or printing, or in any way defacing any house, building, fenoe, or other ereotion whatsoever within the borough. (4) For compelling the cleaning of any private yards or places of any kind whatsoever within the borough. (5) For preventing the drowning of any animal, or the throwing of a«y offensive matter .or matters likely to produce a nuisance in any well, creek, river, or other water or water-course within the borough. (6) For punishing the driver of any vehiole or of any animal who by negligence of any kind injures any person or property with- . in tho borough, (7) For preventing and punishing any person driving or riding any animal without sufficient reins. (8) For punishing any driver or rider who in passing other drivers or riders does not ebserve the rule of the road. (9) For punishing any person who shall incite any dog to attaot or annoy any person within the borough, or shall suffer any dangorous dog to be at large within the borough. (10) For punishing the breaking of any wjndowe in any building within . the borough. (11) To provide for 'the • licensing of all rooms and places used as public shooting galleries, bowling alleys, ■ skittle-grounds billiard-rooms, bagatelle-■' rooms or any public rooms or places used for the playing of any other game, unless' '. the same be in' or attached to any premises holding an hotel license; and to - make 3iich regulations as the; Council ; shall thipk fit respecting the use, inspeor' tion, hours of opening and closing,' and- ' in all respects bb to the conduet of suob. rooms or places. (12) To prevent ard punish the keeping and maintaining, or in any way the assisting in the maintaining, whether by letting the premitei, or in any other way whatioever, of any house as a disorderly house, brotheli or home of ill-fame. (18) To oompel the owner or occupier of any land or premises in which there is any gully or hollow place, upon due notice from the Council, either to fill up the same or to dean it, (14) Generally to prevent in, any portion of the borough all nuisanoes, and all practices tending to endanger the lives of or to frighten or annoy the public. (15) To prevent the disturbing the course of any public water-course or stream." Mr Swanson moved the following sub,section:-! 1 In respect of any p«tioular trade or trades, for enforcing the closing of all retail establishments in such trade or trades at a certain hour in tho evening of each or any working day, whereby the employes ia such establishments tjvely shall be released from work 1?%. hour not later than the Council shall prescribe."
