H. S.'Wardeli, '-* ,'; f countylSalga^ation.'• •■;— -.« ''••'■■ i (To the Editor of the Daily.) [ ■ Dry River, July 27,1881. . Siiij-I Mch regret that I was unable, to attend the late conference touching the amalgamation of Counties East , and West. The arguments- used. thereat against amalgamation, fail to convinceme/of its.ihadvisability.;; In; my opinion, there.- are. not jtwb. counties in New Zealand that require amalgamation more, than Counties East and WestWairarapa. The ..-outcome' -.of. the conference /will, however, do one good. It will serve to. prove-to-the Government ;how'impossiblei it will be to arrive-a't -i- proper system of local government when the question is entirely left to the localities to Settle.' Here we have two counties, which ought ,to be one, refusing to amalgamate., In the North we have thirty-six- Road Boards petitioning Parliament to sweep away the counties; in the South we find counties sweeping away the Road Boards. Well, indeed, is' it,'-that. Parliament, has brought the Government face to face with •the local government question, and refuses to consider the question solely off a .money, issue, or to leave it entirely to the localities to decide. • ■ Councillors Hawkins and McGregor are truly "arcades ambo," and-stand shoulder to shoulder. I join them, and take up the gage which Major Smith has thrown down... In thatgeLtleman'B speech rests the whole question: " County East had been, in former times, plundered pf its . revenue, and seeing l)ow much they 'had suffered in the past, they might wp)l he suspicious pf any change." - This is the question; this fear of being "rated/ And What is it ? A chimera-ra nothing; As impalpable a fear-as'the one held by those who maintained that if County West took over tlje Forty: Mile Bush road we should have to - rate ; ourselves for its support. Councillors Pharazyn and Beetham I regard with v.ery graye suspicion. The one is a " double-barrel'' councillor (if he will kindly excuse me saying sq) who is compelled to take two sides; and the other- is top gqqcjaman to be" iu the opposition" upon thp quesr tion. Yet glad am I tp see that sp far back as 187Q Mr Ijeetham. himself proposed this very amalgamation. Now, as tp the fea'v pf the County West people unfairly rating County Bast. Sir, I think better tilings of County West.' I know jt'contains broad thinking mep, who would no more dream pf oppressing their County East neighbors than they, would oppress th<4i! own constituents; and this, too, if not one single man from County East attended a unujed Cpimoil,' Major Smith thinks of the' old Prpvinoial days, when all the best men lived in the towns, Times are ohangod now, There are men in the country districts—upright, honest, fearless men—able to hold thenown against the men iu the towns—able to deal fairly with their surrounding settlers. I guarantee, sir, that when the question of amalgamation really comes on for consideration, these men of County West wjll offer County East four things—1. To guard-County Easl's infects; as. they would' their'own'? 2,;^d : ll&rij its' debt; 3. To' abolish toll-gates'; and' : 4, To strive their utmost to give County East metalled-roads'to tlie Coast:'

N(ji) dg I fear tijayjlje'people in the townships', 'along the) ujain of wiirpi ; eveht''tnom'feni bo acting, for li is essentially "to their. 1 interests' 'to'' see County 'fiast prosper.
