The New Zealand Times has published •what is evidently the authoritative Ministerial programme for the coming session. The first stipulation is that the session will be a short one, but as the programme.is a long one, either the former must bo extended or the latter mutilated. The sacrifice of a portion of the programme will probably be the lesser evil, What is called "the impending ejections," js to be a sword of Damocles hanging oyer tjje

heads of members from the opening of the Assembly doors to the closing of the same. Legislators are to be wary, prudent and serious as becomes men who may shortly be politically defunct, And then for the programme! First on the list is the Representation Bill of last session, a little doctored up for the present one, with its tail, consisting of the Corrupt Practices Bill, Reguiations of Elections Bill, and Elections Bill. No doubt in adjusting these measures the House will make the process of re-election as comfortable and as inexpensive as possible. The Hospital and Charitable Ahis Bill, of course, are to be leading pieces in the programme. The Government are to stand by the Property Tax, but .will be, perhaps, open to conviction on an Income Tax. Government is to propose & reduction in the Education vote, but ifij, finds the House, unfavorable to such a propose) it will be satisfied with keeping it at its present level. A new Licensing Bill is to be brought forward, but in view of "the impending elections" tbevested interests of publicans are to be respected. Native affairs are to be left alone, if such a thing be possible. A Judicature Bill will be attempted, but this will not be a battle-ground, The Government, if time permits, wi(l enlarge the powers of local bodies, for which local bodies will no doubt be ungrateful. Local bodies are hungry but giving' them a bigger spoon is not exactly the way to satisfy their desires. It is also hinted that the number of Counties in the colony may be reduced, and Road Boards amalgamated with them. We hope "the impending elections" will at least delay the latter contingency. Of course the Civil Sprvice is to be finally adjusted, audthe ten per cent, reduction in view of "impending elections" removed. It is also proposed to make concessions to holders of deferred payment sections' who are in arrear with their payments,; No doubt the usual sidfrglance at "the impending elections" suggests such a. course. Taking tho programme as a whole it is a very honest though not a! very bold one. Not the slightest attempt is made to disguise the "sword of Damocles," and never, perhaps, was the colony more completely taken into the confidence of its rulers, We have a steady, respectable, industrious Cabinet which is doing all that the House will let it do to promote the best interests of the Colony. It is possible to have a more brilliant Ministry, but it would be difficult to obtain one which [Would be equally safeand reliable. .
