The administration of all estates of which no disposition has been made by will, whenever .relatives do not"msh to incur the responsibility of administration, or' cannot from any cause obtaiii the necessary powers to act. In such cases it is the duty of the Public Trustees to discharge all legal debts as fat as the assets extend, and divide the residue amongst the noxt of kin. 4. The charge of all lands lying waste and unoccupied of which the owner is unknown, or who has been absent from the colony for ton years, having left no known agent.
