The town of Fqalherston, not being a Borough, has no. Borough Council, and that appears to be the only body other than the County Council, in accordance with the interpre-, tation clause and the first schedule which can make such appointments in a town situated in a County—as the Act. -
I think it best to call your attention to this matter at once, as if the Boards act on the letter referred to and my view of; the law is correot great inconveniencemay arise, as the appointments so made can be, shown to be illegal.
