Mr H. Bently, an old and respec>ed settler in this town, publishes an address to the burgesses in another column! We are glad to see residents whose names are houseliold words in the history of Masterlon competing for munici pal honors. The next sitting of the RE Court will be on the 9th inst. The list of cases will probably be a lujht ohe, as at present settlers in this neighborhood are debarred from taking out summonses by the office being closed, Business people suffer by this extraordinary state of affairs, but, the powers that be don't mind that. We have reason to believe that it has been officially decided tor some days past to extend the time for receiving Property Tax returns till September 30th, and that probably new farms'will be issued, The Government or the. department are to blame in not publishing their intentions on these points, and thereby giving tho public as small ati amount of trouble and vexation as possible,':'' 1 .
We are, glad to see that the Masterton Borough Council at last sitting rejected the proposal to put another Councillor on the Library Committee, The manner in which the Committee .has hitherto been recruited from the Borough Council has been somewhat indecent, and it is satisfactory to notice that'the majority of the members have the good sense to see that certain members are riot justified in thrusting themselves into offices for which they have no special fitness. A man may bea useful: Councillor, and yet be utterly useless oriaLibraryCommittee. ■';

Our Carterton correspondent writes that in connection with.the' death of Mr R. Kemble an inaUnco occurred that, for the sake nf the department most interested, it will be wise to give full publicity to, in:the hope that by so doing a repetition of the circumstances will be rendered improbable. Hie facts are fcheao:—A telegram' came through the Oarterton ora'ce-oii Monday morning for one of Mr Kernble'a sons, informing him that his father' was much worse and to come at once. This the messenger took to a store at which Messrs Buck & Kemble do their station business and asked if any of the station hands were in Carterton, as he had a telegram for young Kemble. The storekeeper, hearing of Mr Kemblo's precarious state of health, elicited the [act that the'message did refer to Mi Kemble's health, and as none of •he station hands were out, he offered to send his son in at once with the message; but this wtvs declined by the messenger, who said he supposed he would have to go himself, and left the store. That telegram was not delivered to young Kemble till the following Tuesday mornmy, when the messenger took it to him. Mr Kemble died in the meantime and his eldest son made a soecial trip from town in order to fetch the brother to whom the telegram was sent, whilst had Mr Moore's offer been accepted'the message would have reached its destination early on Monday afternoon. We wish particularly to draw attention to the fact that the messenger would have, delivered the telegram to any of the station hands, and yet refused a similar confidence to a respectable trader, who would hive sent a special messenger. The only inference is that the messenger refused to allow anyone to stand between himself and the fee he would earn by his trip, and ic is to put a stop to such practices we notice the occurrence, for the benefits of our telegraph offices nr« not to depend on the caprice of the persons employed to work it. And this instance of this young hopeful occured only a week or so since when lie actually passed a man on the road to Gladstone, fur whom he had a message announcing the death of his father; and it was only after the in in had been to Oarbiton and returned home to Gladstone that ho found out what he ought to have known when he met the messenger, ''his is redtape with a vengeance, and if the person alluded to is wise he will take these remarks as the best ot advice, or the results of such conduct may be unpleasant,
