CARTERS' LICENSES.
(To ih Editor of Me'WAiaABAPA Dailt) Sib,—You will Bee in your report of meeting of Borough Council last night that a reapectful protest, lodged by certain carters, in the matter of the unsatisfactory carrying out of the Act re carters' licenses, was not received with that consideration to which it was entitled. At present wo stand in this position: we, as "licensedcarters," pay tho sum of one pound per annum to the funds of the Borough for the privilege of pursuing our avocations, naturally expecting that the Council, in consideration of our yearly payments, would afford U3 protection and any encroachment on our rights from persons unlicensed. So far from this being-the case, several individuals have been allowed to exercise the calling of carters within the Borough without let or hindrance, in spite of our protests to the Inspector of Nuisances. Sir, I would suggest that prior to the issuing of licenses the Inspector be instructed to carefully examine all carts, harness, and horses, in order to see if they are fit for use in the interests of the public, after which to issue numbers to such as have proved satisfactory on inspection, in order to attain which results a periodical muster of all vehicles should be called at a stand to be appointed by the Council, and all carts not provided with a number shovM be aubject to a penalty, if plying for YS in the Borough.
