Gentlemen— In bringing myself forward as a Candidate for the vacant seat in the County Council, I have felt some diffidence, on account of having for such a short lime had an interest in this Riding, aud am aware I must oven now be a stranger to many of you. But should you, gentlemen, entrust me with the representation of your Riding at the County Council, I assure you that its interests will be carefully watched. With regard to my opinions concerning the County Government, I can only remark that its present " infant" state does not afford much scope for them. The large works that have beon completed and those that are now in progress, can but give general satisfaction to the public. To enlarge the powers of this local government will be my utmost endeavour, and by so doing I trust that many matters which arc now only put aside in "Wellington will come before the County Council, when they will have direct and prompt attentioa. it the request of several ratepayers I have consented to become a Candidate for the vacant seat in Wairarapa West County. I should have called a public meeting for the purpose of expressing my opinious upon County questions had it not been for the axtcnt of the Riding and the difficulty of getting the Ratepayers together at any convenient centre. I hope you will accept this apology. Tha* J the usual course was not taken was through 110 desire on my part to shirk a public duty, or a free discussion of County wants and how they ought to bo supplied. It is evident that County Councils are only in their infancy, and that they must before long becomo the principal administrative bodies of the colony. To them we must look ior tho making and maintaining of our main roads, the supervision of all local works of magnitude,and the development of our latent resources. At present the great difficulty with which C County Councils have to contend is the want of a sufficient revenue for the purpose of efficiently supplying local wants, It will therefore be one of tho first duties of Counties to urge upon the Government the necessity of supplying them with the necessary powers and means with which to carry out the important works under their control. Not only will pressure lnveto be brought to bear upon tho Government, but Counties will, before long, have to face the unpleasant duty of becoming themselves rating bodies, I We may therefore look with some degree of alarm at the amount of taxation to which we shall be subjected, Highway rates are felt to be sufficiently heavy, but if we have in addition to these County rates, we shall have a burden greater than we can bear. To partially obviate this I am of opinion that Highway Boards, for tie most part, should be merged into the County Councils. We are manifestly over-governed, and instead of having half-a-dozen small Boards, each with a separate and expensive staff of 1 officials, we ought, I believe, to have one or two, with a competent staff of men who could do all the work required for a fraction of what it now costs. Counties cannot al- ' ways live upon Government gifts, aud settlers caunot bear duplicate rating, lam convinced that a great deal more work can be done with the same money by concentrating our efforts and by sweeping away a great many intermediate and expensive bodies. If returned as your representative I shall support any action that njay be taken in that direction. I shall assist as far as I can to carry out the works already in hand, and shall feel pleasure in still further helping to throw open our waste lands by means of main roads. If elected, I hope, by a faithful and independent discharge of the duties of the office, to prove myself worthy of your confidence, Sftl trust that on Saturday next you will show your interest in County Government, and exercise your privilege by recording your votes.
