MASTERTON BOROUGH COUNCIL.
Present—His Worship the Mayor, and Crs Feist, Yile, Gapper, McCavdle, Gray, Woodroofe, Russell, and A. Bisli.
The minutes of the previous meeting wero read and confirmed. NEW JIEMME, Cr Bisli took his seat, and made the usual declaration. CORKESPONPENCE. —INWARD. From the Returning officer declaring Mr A. Bisli duly elected. From Mr J. E. Thompson complaining that Mr Donald Donald had fenced the half chain road opening at the back of complainant's land, From Mr Walter Morrison complaining that the night soil contractors were not delivering the night soil on lus land according to agreement. A statement showing the amounts due to the Masterton and Wairarapa Hospitals for the year ending June, 30th, 1879 The Wairarapa Hospital was entitled to £9/G/8 from the County, and £5/3/8 from he Grcytown Borough in addition to the £SO already paid by the County. The Masterton Hospital was entitled to receive from Comity West £3B/2/0, and Masterton Borough £2O 14s 8d in addition to £3O received from Wairarapa East and £59 lis 20d from Wairarapa West. Total subsidies for tiie Wairarapa Hospital £G4 10s 4d, for Masterton Hospital £168155. COIiRHSFONDENCE. —OUTWARD. From the Town Clerk to the night soil contractor givirg him a copy of Mr Morrison's complaints. NIGHim. The Mayor considered the contract in an unsatisfactory state, and suggested the appointment of a committee of investigation.
Cr Feist moved that Crs Vile, Gapper, and McCardle be appointed a committee for the purpose. Cr Gapper declined to serve. Cr McCardle hoped Cr Gapper would assist, as he had taken an active part in arranging the contract. Cr.Gapper said his private engagements would prevent him undertaking the duty at the present time. Cr Feist suggested that the Mayor's name should be added to the number, • The motion was carried. Mr J. e. Thompson's compfaint,
Cr Feist moved that Mr D. Donald be requested to discontinue fencing in the public road referred to. Cr Russell seconded the motion in a lengthy speech. Cr McCardle moved as .111 amendment "Thatthe Works Committee make enquiries and report to the next meeting," as the road was not required at present and saved Mr Donald erecting some fifty chains of fencing. Cr Woodrcofe secouded the motion, believing it was great hardship to insist upon Mr Donald fencing. Cr Russell stated that one party affected by the fencing was unable to get his cattle out to water.. Cr Feist said it was not ,a question of convenience, but one of right, and some parties Stated that if Mr Donald went on with the fence they would chop it down. Cr Woodroofe objected that Cr Feist was an interested party, and could be fined £SO for speaking on the quesThe Council divided on the amendment Ayes 3, noes 5. : The original motion was carried on the voices. immigration cottages. A telegram was read from Mr Bunny, M.H.R.,"stating that the the Immigrant cottages and land would be handed over to the Borough. VALUATION. Tlu Town Clerk suggesting the appointmfflit of Valuators at once in order to
MR FRANCIS' CLAIM. Mr Gapper reported that the sub-Com-mittee appointed recommended the payment of Mi Francis' claim. The sum of £4 the amount of the claim wa» ordered to be paid. TREASURERS REPORT. The Treasurer reported that the overdraft was £O4O 18s 9d. Since last meeting a sum amounting to £127 had been re- ! ceived op-account of rates. 1 The rates unpaid amounted to £7OO. MASONIC-STREET. Cr Vile called the attention of the public works Committee to the completion of Masonic-street. He complained that rates had been paid there for four years without any money being spent upon it. Cr Woodroofe, as one of the works Committee objected to making narrow lanes. It would have to be done, but other works were of prior importance. Cr Bussell as a member of the Works Committe, said they had spent so much much money other ways, and had an alarming overdraft at tho bank and so the road had not been made. Cr Gapper said they wore only waiting for the fine weather to do tho work. Cr Bish moved the Council do now adjourn, and in doing so he thanked hia Worship the Mayor and the gentleman who had signed his requisition. He hoped he would he able to do his duty, (applanse.) The Council then adjourned.
