|0 THE RATEPAYERS OF THE MASTEUTON HIDING of WAIRARAPA WEST COUNTY COUNCIL. Gentlemeu—it the request of several ratepayers 1 liavo consented to become a Candidate for the vacant seat in Wairarapa West County. I should have called a public meeting for the purpose of expressing my opinions upon County questions had it not been for the •xteut of the Hiding and the difficulty of getting the Ratepayers together at any convenient centre. I hope you will accept this apology. Thai; the usual course was not taken was through no desire on ray part to shirk a public duty, or a free discussion of County wants aud how they ought to he supplied, It is evident that County Councils are only in their infancy, and that they must before long become the principal administrative bodies of the colony. To them we must look ior the making and maintaining of our main roads, the supervision of all local works of magnitude,aud tho development of our latent resources, At present the great difficulty with which County Councils have to contend is the want of a sufficient revonuo for the purpose of efficiently supplying local wants, It will therefore be one of the first duties of Counties to urge upon the Government the necessity of supplying them with the necessary powers and means with which to carry out the important works under their control. Not only will pressure have to bo brought to bear upsn tho Government, but Counties will, before long, have to face the unpleasant duty ot becoming themselves rating bodies. We may therefore look with some degree of alarm at the amount of taxation to which wo shall bo subjected. Highway rates) are felt to be sufficiently heavy, but if we have in addition to these County rates, we shall have a burden greater than we can bear. To partially obviate this I am of opinion that Highway Boards, for tio most part, should be merged into the County Council?, We are manifestly over-governed, acd instead of having half-a-dozen small Boards, each with a separate and expensivo staff of officials, we ought, I bslieve, to liaTe one or two, flith a competent staff of men who could do all the work required for a fraction o{ irhafc it now costs. Comities cannot always live upon Government gifts, aud settlors cannot bear duplicate rating, lam convinced that a great deal more work can be done with the samo money by concentrating our efforts and by swooping away a great many intermediate and expensive bodies, If returned as your representative I shall support any action that nay be taken in that direction. I shall assist as far as I can to carry out the works already in h?nd, and shall feel pleasure in still further helping to throw open our waste lands by means of main roads. If elected, I hope, by a faithful and independent discharge of the duties •ottl&offiee, to prove myself worthy of your confidence.
