v, NAPIER, ' Tuesday. Captain Russell addressed a meeting of his constituents at the Theatre Royal last night, The theatre was well filled, even in the dress circle, where there was also a few ludics. Captain Bussell had a very hearty reception, and there was no attempt at interference with his meeting, as was the case at Mr Sutton's. Thore were a few' intorjectional remarks now and then, but they we're not of a very adverse character, and altogether •. Captain Russell undoubtedly had a very large proportion of the meeting with him. A considerable portion of his speech was devoted to discussing the Hon. Mr Ballance's financial policy. Captain Eussell did not object to a remission of duties,; but he considered that the articles on which the remissions were made injudicious. He stated he had no confidence in the Ministry, which was composed partly of old-fashioned Tories and partly of extreme Radicals; hut he spoke highly of Colonel Whitmore. At the close of his address he was questioned very closely by Messrs McDougal and McAnneny, two warm Greyites. A vote of thanks and confidence was passed by. an overwhelming majority, against an amendment for a voto of thanks only. •
