The Wairarapa Daily. WEDNESDAY, JANUARY 29, 1879.

At the election o.f a nsAV School Committee at Masterton on Monday evening last a certain amount of dissatisfaction wus expressed at the (Siimulanye rrtetbod of voting allowed ,uudc-r the Act. Ihe Secretary of the ('ofmjtteo

stated that 011 thepreccding annual elcc tion similar sentiments were expressed, and thelato Committee drew the attention of the Board to the unpopularity of the existing system,. At tho late election the practical effect of tho cumulative vote, which was only used to aJiiodorate extent, was to return one, and possibly two candidates out of the seven elected ■who-would not otherwiso-havc been successful. Therefore though' it affected the election to a certain extent, it did not materially change the personnel of tho Committee. elected. It was, of course, unsatisfactory for one candidate who had six persons voting for liim to bo rejected, while another candidate who had only four was almost at the head of the poll, and in this respect the cumulative vote creates a certain amount of antipathy, Still under it in practice almost as good a selection is made as by any other process, and as a set-off for its apparent disadvantages, it possesses certain recommendations which, if they are not much valued in our small communities, are deemed of incalculable benefit in larger centres of population, For instance, in the case of a large city where, for example, party feel ling runs high, and there are two, three, or four well-defined organizations—under the ordinary system of single votes that particular organization which happened to be the most numerous could practically swamp an election and put in as a Committee meu, so to speak, all of one color. The minorities - would be outvoted and disenfranchised. It often happens that a minority possess more intelligence than the majority, and it is for tho public good that such a minority should be able, not to control n Committee, but to return one or more members which will fairly represent its views. Under the cumulative vote this representation of minorities can Ijo effected, and though the system is one practicallynew in New Zealand it is one that deserves a fair trial, and it is one that, when it eventually begins to be better understood, will be more appreciated than it is nt the present,

Mr J. J. Smith, Commission Agent, is authorised to act as collector ami canvasser for this office, Messrs J. H. Betlnme & Co, sell the Kopuaranga Small Farm Estate this clay. Entries for the Tauherenikan races closo on Saturday nest, at the Rising Sun Hotel. The Masterton Hospital Committee meets at the Council chambers to-morrow afteryoon at 3 p.m. On Saturday next (he new night soil arrangements come into force in the Borough of Masterton, and residents must be prepared for domiciliary visits from the Inspector. After this week we fancy two-thirds, of the dogs in the Borough of Masterton will be liable, legally, to the fate of ' Yilkins and his Dinah.' ' The dog days' are, in fact, coming. On Saturday next Messrs lorr.s & Fergusson sell at their yards, Masterton, a large number of cattle, sheep, pigs, and horses. Their catalogue for this, their first monthly market, is a very full one. The Standard Insurance Company, of whichMcssrs G. S. W. Dalrymp!e& Co. are the Masterton Agents, advertise their rates of insurance on corn stacks. The Assessment Courts ill tho "NVairarapa will be held on the following dates; —Featherston, Feb. 17th ; Greytovn, Feb. 18th ; Carterton, Feb. 10th ; Masterton, Feb. 21st, At a reaper and binder contest which took place at Oamaru on Wednesday, the McCormick machine was awarded the prize against the Eeid and Gray by 37 votes against 4. We are informed that since the ro-open-ing of the Masterton School there havo been 218 children in average daily attendance, Theaccommodation, whichisatpresent slightly limited, will be much improved by thegalleries about to be erected,

The Council of Waivavapa County East meets on Thursday next in the R,M, Court, Masterton, at 11 a.m. We think it would be better if the Council held periodical meetings, instead of assembling at irregular intervals. A meeting of the Trustees of tho Masterton Town Lands is convened for Thursday next at 7 p.m., but as it will clash with the meeting of the Masterton School Committee, fixed for tho same hour and day, it is probable that some alteration will be mode.

Referring to Lord Normanby's private secretary, the effete Lieutenant Le Patourel, a Canterbury paper says that "that gallant and good-looking young man has no other responsibilities than reading Outfit's novels." We wonder that bold officer can even do that, We understand that the Masterton Brass Band, under tho able leadership of Mr P. Linn, intends playing pro bono publico every Saturday evening from halfpast seven to half-past eight on the Government reserve near the Court-house.

We published yesterday the result of the School Committeo elections in all the principal centres of population in the Wairarapa. We think that, a3 a whole, very efficient Committees have been appointed, a considerable number of last year's members being re-elected, and where changes have been made in many instances the cause has beer the want of attention for business or other reasons which a few office-bearers paid to their duties in the preceding year. We understand that Mr Cave, to whom was entrusted the work of restoring that part of the racecourse- at Tauherenikau which was damaged by floods, has made an excellent job of it by removing the track farther from the river, filling in, levelling, and ploughing. The course is now in grand order, and the jockeys at the forthcoming rases will have very little in this respect to grumble at

The Reverend H. Varley, writes the N.Z, Sun, iss looked upon as a prodigy in Christchuvoh —in more ways than one, Last week lie got up one night at his hotel in great trepidation and violently rant! for a waiter. The servant found the evangelistic lecturer standing outside the door in his nightgown. " I want assistance immediately. There is a man under the bed!" " Oh, that's all right," replied the mail cheerfully, "It's only the 's reporter fishing for items," And so it proved, It raußt be said that the two local papers, the Lyttelton Times and the Press are turning one another inside out just now with great gusto. . The WAIIMRAPA DAILY can bo read in WELLINGTON at the Attaioum, tlio Empire Hotel, BariGtt's Hotel, tlio Queen's Hotel, the Now Minder Hotel, tlio Occidental Hotel, the Royal Hotel, and. MrW. Frccmin's Dining Rooms, Lamoton Quay,

The Rev Mr Harvey, is about tJ make a trip ut) i-liiijlaw:!, his liealth rendering a change oi.iiiis kiod 03S9ntiaL The Standard calls attention totho fact that Messrs James Cottor & Co. aro about to re-open the Grey town Saw Mill, which will prove of great advantago to the locality in nioro than 0110 vospect. It is ant icipated that the .mill will bo at work and ready to supply orders before the end of the present week,

The Times reports that charges of insubordination and neglect against Kv Henry Jackson, chief surveyor 'of the Wellington Provincial District-, having been made by the head of the Survey Department, Mr J. T, Thomson, a board of inquiry has been appointed to look into the matter. The gentlemen who form the board are Mr It. G. Fountain, Secretary for the Department of Justice; Mr \Y; Gray, Secretary to the Postal Department ; and Mr E. C. Hamerton, Secretary for Stamps. Our Carterton correspondent writes General dissatisfaction at the match played between. Greytov/n and Carterton is felt here, The latter township can,'when it chooses, put 011 the field as fair a tpam as can bo collected in the valley ; but it is an utter farce when a challenge has been accepted for only five out of eleven, as was the case 011 Saturday Inst, to turn upat tlie trysting place. So long as such apathy exists, and alio guards her interests in the cricket-field 011 such lax principles, Carterton can expect to carry oii' but few laurels, and hardly has any right to complain if she become the laughingstock of her neighbors. The question of having a resident, J.P, and Registrar of Births, Deaths, and Marriages in Carterton is again 011 the tapis. At Greytown the attendance at the election of School.Oommiteo was very small, only about fourteen householders being present, MrO, W, Homblow being voted to the chair, he asked the secretary to read the report of the retiring committee. It was resolved that the report be adopted as read. It was resolved, on the motion of Mr G, K, Wakelin, seconded by Mr Fisher, that a vote of thanks be passed to the retiring committee for their past services. The chairman suggested that the secretary receive some remuneration for his past services, but Mr Bock thanked the chairman for his suggestion, but would not accept anything, as the funds of the committeo were so low, and lie would rather see it go to the school fund, There were eleven hame3 nominated as a committee, with the following resultMr Hornblow, 21; Mr Bock, 16; Mr Barnard, 10 j Pv. A. Wakelin, 9; Mr Jackson, 7; Mr Fenton, 7; Mr Cowper, 6. A vote of thanks to the chairman concluded the business.

Empire PlateBlack Prince, Harkaway, Lara, Castilian, Diver, Otawa, Expectation, Sailor. There should have been a meeting of the Railway Opening Reception committee on Tuesday at 3 p.m. in the Institute Greytown. Unfortunately thore were only two or threomembers present. Thisismuch to be regretted as the mooting was duly advertised and notice of meeting was forwarded to each member of Committee; The accounts as submitted showed a deficiency of about £125. This we think is an insignificant sum to bo made up by such-a rich district as this, and we feel sure (here will bo no difficulty in the way of the Committee in being ablo to pay the amount now owing. However, an appeal to meet this will be made to the public, A hope was expressed that this appeal would bo responded to,by the inhabitants of the district who cannot fail to realize the benefits conferred upon them by railway communication with Wellington. Wc feel there is quite sufficient honor in this district to relievo the Committee of this responsibility and that without the slightest delay.'
