Mr Balfour, in a speech at Manchester, said he did not intend to rush the country, whi?h would not be called upon to decide t.ie colonial aspect of the fiscal question until two elections had passed. When a conference had drafted a scheme, it must be referred to the electorates of the Motherland and the colonies. Without freedom the conference would end in smoke. Let the Empire’s decision, when it comes, be a decision whence no single part would ever be tempted to withdraw, and marking a further step in consolidation. The first annual meeting of the South Island Rifle Association will he held ’at the Sumner range on Friday and Saturday, the 24th and 25th of February. His Excellency the Governor has been asked to accept the position of Patron of the Association, and Mr Seddon that of vice-Patron. The President is Mr Geo. G. Stead. Several cups and other trophies will be competed for at the coming meeting, in addition to numerous monetary prizes, and .the Licensed Victuallers’ Association have presented a champion belt for competition.
