Mr Ritchie explains that neither he nor Mr Chamberlain intends that the British taxpayer shall supplement a free gift for the Boers for resettlement. If further assistance is needed it will be rendered by loans on easy terms from tbe Transvaal Exchequer. Lord Milner telegraphs to the Lord Mayor that his letter which was published on October 29 has been misunderstood. It referred strictly to tbe new war losses, exclusively in the new colonies. Owing to the Government’s liberal provision for the British sufferers by the war in the Transvaal and Orange, an appeal to private benevolence is unnecessary and not desired in their case. He never wished to discourage assistance to the loyalists in Cape Colony ; the sufferers by boycotting were deserving of every sympathy. Tbe. Standard’s Johannesburg correspondent says that the Boers are amazed at Mr Kruger’s request to be allowed to return to South Africa, The rural population are incensed against him, declaring that he is chiefly responsible for their misfortunes, and they do not want him back to make further mischief. Henceforth permits to enter the Transvaal and Orange Colony will be issued exclusively at South African ports.
