The Boer Generals have arrmd in London, but were scarcely scarcely noticed. The Boer Generals' entourage assert that Britain is not fulfilling the Voreeniging conditions, and that it is unfair of Sir Arthur Lawley to charge interest on the restocking loan. The Boers, they assert, are slowly starving. Mr Ritchie, Chancellor of the Exchequer, has announced that ifc is not intended to introduce the Transvaal Loan Bill during the present session. Capetown, October 24.
The announcement is made in Pretoria that Sir A. Lawley's fund is not connected with loans under the peace terras, but is intended to assist stock breeders who are able to give security for loans. October 25.
Sir Gordon Sprigg's order, which was issued at the instance of the Afrikander Bond, disbanding all the Town Guards, has caused strong resentment and indignation amongst the loyalists. A Department of Agriculture has been established in the Transvaal to cope with disease among horses, and settle questions relating to the restocking of land.
