The Boer Generals have arrmd in London, but were scarcely scarcely noticed. The Boer Generals' entourage assert that Britain is not fulfilling the Voreeniging conditions, and that it is unfair of Sir Arthur Lawley to charge interest on the restocking loan. The Boers, they assert, are slowly starving. Mr Ritchie, Chancellor of the Exchequer, has announced that ifc is not intended to introduce the Transvaal Loan Bill during the present session.
