TO THE ELECTORS OE THE WAITAKI DISTRICT. AND GENTLEMEN,In view of the triennial Election to take place within the next few mouths, I heg to announce myself as a Candidate for your suffrages. Having for the last twelve years resided in South Canterbury as a fanner, I am well known to many ot you personally, and to many more by repute. Nor have I been isolated from interests of a public kind, School Committees, Board of Education 'and other institutions for the common weal having claimed my membetvh p. Having been a candidate at the Election of 1891) on very short notice, 712 oi you thought Kit worthy of your support; and at the expressed wish of a laige number ot the Electors, I deem it my duty to again come forward in your interests. It is my purpose later on to visit lire vai ious centres within the Electorate, ot wnieh due notice will be advertised. In the meantime, the following are a few of the matters that, as Member of the House of Represents ives, would have my attention ; 1— 11EVLSIUN OF LAN L TENURE. 1 am not against, as provisional measures and leading to the ape, dy setdemei t of the land, the present measute of Perpetual L ase and Lease in Perpetuity ; jjut as eondit.lined by r. guUlioun Lied" ing area, re.-ideoee, quality of land, cultivation, ere., I wouid advocate fie concession of Freehold Tenure. It is that relation ot a man o lire so lhe libs v, hieh is most console. 1 nt to th ■. genius of die British race, wlnuu L best c.i.cula ed to develop the skid and energy a man possesses, and wh,cli best iiiiniaieis to the feeling of independence it is his nature and ambition to cherish. A simple clause in a revised Laud Act would, of couise, guard against any return to laud monopoly. 2 CuNViITUTION OF THE UPPER HOUSE. I am of opinion that our Legislative Council is open to revision in certain j particulars.:- One is the method of appointment;. Why should the Cabinet cf the day hjjtve the power to stuff the Upper i.oiit'e with its own nominees? This is pracHcally to |ave one House the ' e echo ofethe othelj one Horne instead the U||per House also be ed dirStt by the people. ofiictEi combination of ualitica&on, etc., are all 1, atnplwould be provided of o. L| eleSed, eleq Duration elecnarattE mallas of del for by 'rcgulajj 3-LOG AI \OPTION MATTERS. Not assuming that those laws might not be amend® in other respects, the only point I tdojch upon here is the extent of the m*joi%y required for the : “No License.” * Take some (filhe of the day—Finagle, Borrowing New Millies, Gfljreral Policy, etc.— is not a hare n||iimsCy accepted in,such cases as why sirtfilarly when the is the restrifj|ii(j4 of the sale of whose use is the rnrn in pocket, in mind, ffistnorals,, and?m the health i f thousand?'' fl|fd fk thousands of the community ? U 4-THE' EXTENDED OF yi FREE It soifQt b® B»id that jjjSs subject of Educ^ojp-Seoul ar E^rcation— is one lhat is the expense of Bee Gaidar j |Sd||fetion in High Schools and is partly borne by landed and direct money grantgJ'But what I should like to see is Eddralion free, completely free, from the humblest institution m the country to j?he highest College in the land. Iq addition to the provision already made, the balance required to complete the scheme (only a few per cent on the present expenditure) would not he extravagant, and would be a judicious and paying investment. 5-THE BIBLE IN SCHOOLS. Within Christendom, I need not say it is all but the universal conviction that the Bible holds a peculiar relation to the moral training of the youth of a land. And if while cultivating the physical and mental, we are neglecting the moraj side of our boys and girls, can it he said that bur educational system is complete —that it is not lopsided, that it is as wide and comprehensive as it ought to bo? Apd can it be wondered at if irreverence and profanity and other vices abound ? Sectarianism in any direction, of course, Ido not mean. A conscience clause and timetable would secure discretion and liberty to all. 6—RAILWAY TARIFF. In respect to stock, timber, agricultural product*, etc., some further concession, I think, might be made, to the advantage of the producer and consumer, of both buyer and seller, without appreciable detriment to the railway revenue. I 7-LABOUR LAWS. A great deal hag been done in this direction, but still there is some room for improvement, especially in the direction of more consideration for the employer, whose burdens and disabilities in many ways threaten seriously to hamper enterprise and paralyse jndustry. B—VARIOUS ECONOMIES. The vast expenditure on Defence might, be materially controlled. The honorarium, I think, was unnecessarily expanded. Certain political railways might be avoided ; and with more economy in administration some check might be put on the ever-recurring borrowing policy; These and other topics, whenever the proper time comes, I hope amply to advert to. And in consideration of my views and of my purpose honestly and zealously to serve you, I hope to merit and win your cordial support, I am, Yours, etc., JOHN CAMPBELL. 1 Fernhill, 1902. Penny Postage has proved a great boon Ever since it has come into force, Such benefits can’t reach us too soon, Though bound to arrive m due course. It is time we took care of our pene^. And likewise our health, I am sure ; go he wiih a couub and good sense, Takes Woods’ Great Peppermint Cure
