Mr Wise was favourably impressed with the working of the Industrial Conciliation and Arbitration Act, and bad got thd necessary information to draw dp regulations for New South Wales. He particularly inquired into the method of dealing wiih the unemployed, with special reference to the co operative system of public works. He was pro* foundly impressed with the merits of this. The sy tfsih might be a little more Costly than the contract system, but it was n9t more expen-ive than contract or day labour schemes ph;s Government relief. By adopting it, New Zealand had beeft enabled to dispense Entirely with relief works, while the moral effect upon tbC men of the two system*, the relief Add the co-operative, o;>uld not be compare!.
