LonOon, October 16. Reuter’s Pekin correspondent states that lii Hung Chang' la pressing Si. Lessar, ihe Russian Ambassador, for the recession of Manchuria to China, and sug-ests Chang Chetung as an envoy to St. Petersburg to arrange the matter.
