Melbourne, July 19. The Senate amended the Postal Bid in the direction of retaining the prasent rates until revoked by the GovernorGeneral. The Postmaster-General explains that before penny postage can be introduced, it js necessary to know how the revenue and expenditure stood, and it will, take twelve months to find this out.
