Mr Fuller, a New South Wales member of the Federal House, in a speech regretted the absence of New Zeaband from the Federation. He held that New Zealand had thrown obstaolas in the wiy. Mr Barton interjected that New Zea. land had not done so; but had simply made suggestions which were considered at the conference.

The House rejected Mr Cook’s amendment on the black labour question by 49 votes to T,and the Address in Reply was carried.
