The monthly meeting of the above was held last evemfcg; ).rese-nt —T-Ti3 Worship the Mayor (Mr J. Manchester) in the chair, Crs. Coltmau, lukstor, Cameron, Xicol, Dr Barclay, Jones, Freeman, Sinclair and Kitchener. Dr Barclay made the iisual declaration on taking his seat. The minutes of the previous meeting were read and confirmed. CORRESPON OENCE. Mr Henry Scott, Christchurch, wrote that he had commenced business as consulting electrical and mechanical engineer.—Received. Two printed circulars wore also " received."
From the Colonial Secretary's office, stating that its )oquest for extension of time for completion of the burgess roll had been acceded to. —Received. Mr W. M. Hamilton, chairman of the Library Committee, wrote advising sale of the old library site and askiag that the land be transferred direct to the several purchasers instead'of being transferred to the library and thence to the purchasers. Or. Coltman said that the moment was opportune to have the Council "relieved from the position o? nominal trustees. His Worship, said ajrust was no longer responsible When they had parted, under the conditions of trust, with all property held. On looking up an opinion given by the Borough Solicitor (Mr W. M. Hamilton), it was found that the Council could discharge itself from its.buss. Ur. Coitman moved and Cr. Inkster seconded "*« That the Council take steps to relieve itself of its trust." From the Department of Lands, stating that- trie Hon. W. C. Walker had reported that the Counoil had under offer some land two miles from Wairaata, suitable for workmen's holdings, and asking fvli particulars in regard to the aa«U
Letter received ; particulars had h<ica sent. The Borough Nightman asked f .1' a supply of-water at the depot, : aid also that the dray in use be owered. Well and pump to be put in rder and prices obtained for J .Iteration of dray. The rates of a resident in poor oircumstances were remitted. From Mr R. P. Smith, asking leave to transfer his borough section co Mr J. Flaherty. Transfer as applied for to be granted. Mr A. S. Jones asked permission to biild in brick near Mr J. B. Fox's store, aud also to put in right-of-way into Steward street past Edwards' timber yard. Plans of , the .proposed building were sent. From Mr E. Presland, secretary of the Waimate Fire Brigade, asking that the members be provided with new uniforms. Many of those they had were worn out. Cr. Barclay thought a committee should be formed to deal with, the whole relationship of the Brigade and the Council. Something should be done by the community on which they conferred benefits. Cr. Sinclair said members who, went to lires spoiled their own' clothes, and to this they objected. In reply to the chairman the clerk said the Borough had £285 cash in hand. Cr. Barclay moved that acommittee consisting of Councillors Freeman, Jones, Nicol and Cameron be appointed to-consider the financial relations of the Council aud the Brigade. Cr. (Jolfcman thought the relationship clear. He moved that the Borough subsidise £ for £ what the Brigade could raise, up to £25. Cr. Inkster seconded this ; h< thought it the Brigade made aL effort it would get them out of thei; diificulty. His Worship said thoy would bin a nice position should the brigad. refuse to turn out at a lire. Cr. Barclay thought it a Strang" thing if a body of men who vokm tarily gave their services to assist i saving property should be asked : beg for the money to perform tbes The amendment was put an >, lost, only the mover and seconder voting for it. The motion was carried on the casting vote. For —Crs. Barclay, Freeman, Nicol, Sinclair and Manchester. Against Crs. Inkster, Cameron, Bitoueuer. Coltman and Jones. Mr W. L. Scott wrote asking the use of the hail for meetings of the Traders' Association. It was decided to let them have the committee room in front for monthly and the hall ior quarterly meetings. From Mr C. E. Bremner, forwarding plans for the widening of Butchers' Lane. It was decided to approach the vari >U3 property-owners and find the cost of the strip of laud required. The surfaceman's report suggested that the middle of Queen street be shingled, and it was decided to have the work done. It was remarked that the Council had nob the least check on the surfaceman's work.
Mr J. Williams, Inspector of Nuisances, reported the Borough in a sanitary condition. He also resigned his position. Cr. Inkster thought oome change should be made in the arrangement -with the Inspector of Nuisances that would save money. Lilley, who had nothing else to do than to keep the streets clean and a bit of chipping, could do the work. It was decided to advertise for applications, to be in by next meeting. The following committees were appointed : —Finance, Crs. Barclay, Coitman and Jonas. Works : Crs. Bitcheuer, Cameron, Inkster, Sinclair and Freeman. Reserves : Crs. Cameron, Nicol and Jones. The question of cess-pits was discussed at some length and, on the motion of Crs. Barclay and Coitman, it was referred to the Works Committee, who would also interpret doubtful points in the bye-law, and report at next meeting. Eighty ratepayers signed a request to the Council that it would consider the question of a water supply for Waimate. It was decided that a committee of the whole Council should go into the matter on a date to be fixed. Tenders for reserves were accepted as follows: — Section 1272, Innes street, H. Middlei-.on £2 10s ; 1276, Paul street, J. W. Hayes £3 10s; 1278, Wilkin street, 3. Ravenhall; 1267, Belt street, Mrs Thyne ; 1279 Studholme street, J. Stevenson £2 10s: 1268, Belt street, Jno. Stevenson £2 10s; 1269, High street, John Stevenson-, £8 10s. Tenders WGre also received for 1267 from M. Tn.yne £3 and H. Saunders £2'2s ; for 1269 from H. Saunders £2 2s and B. Williams £1 Is; and for 1279 0. Wheeler £l2s. Accounts amounting to £B9 14s 2d were passed.
DOMAIN BOARD. The Council then sat as a Domain Boird. The caretaker's report was r and approved. It was decided to grant a man for. a day/or two to assist in repairing the win-dtnill. The Clerk reported that tie grazing rights over the Park expired on Jane Ist, and it was decided to call applications for three years' grazing-rights. ■•.
