El worthy, Llardie, Ssndhohue and Ron o The chairman said the meeting w vs for the purpose of discussing a number of matters, to consider tho financial aspect of the Counci', to appoint members of the Lower Waibao water-race committee, to fix the Waibao v/dter-raco maintenance and interest rates and to informally discuss the projm,ed Local Authorities Bill. Mr Walker thought that in the absence of a full meeting, thoyshould hold over the (question of tho Council’s finances. MrC. Btudholme seconded this, and it was so decided. On tho motion of Mr Valker, 'seconded by Mr E worthy, it was decided ■“ That Messrs James Crimpbell, John Ryan, Archibald McCulloch, Alexander Nicol and James Broca be appointed to the management of the Waibao water- _ races on behalf of the Council, under sec. 17 of the “ Water Supply Act Amendment Act, 1808,” this to bo confirmed at a meeting on the 26th day of Juno. It was proposed by Mr Scudholme, seconded by Mr Ross, and carried, “ That a rata of a penny in the £ bo levied on the tateable value of lands in respect of which the same is payable, being paid of the annual rate or chacgo of 1-J-d in tho £ which is able to bo enforced' for maintenance of races in tho Waibao water-supply district. In reply to a question the chairman said this, rate was sufficient It was gradually reducing the over-; draft. • Xt was pr. posed by Mr Hardie,' seconded by Mr Walker, and carried., that an interest rate of -|tbs of a penny in the £ be levied on property in the Lower WaihaoIrrigation district. Messrs Douglas, Elwortby and , Lyall, delegates to the Com o;,is’ Conference m Timaru, .presented their report. They suggested the. formation of a Councils Union to bring test .cases of a nature interesting to, all. -Mr Hardie in speaking of - the guestion of payment for inter- ; county traffic, thought tho .section of the Act allowing this should be repealed. TENDERS. The contact for metalling at Takifca road was not; tendered for, this being the fifth time it had been open. Mr Walker advocated its being done on the small contract system. The‘Overseer said there had been such a quantity of other work offering in the more immediate centres, that contractors preferred under these circumstenoes not to go far back. It was decided to re-advertise the work for June. Two tenders were received for shingling the Middle Boad, Hakataramea, Messrs Kane and Dunstan £7B, Geo. Sullivan. £l2O. It was decided to accept G. Sullivan’s tender, the other being informal. This was all the business and the Council proceeded to informally discuss the proposed Local Authorities Bill.
