The Trouble in China.
London, May 19. Field Marshal Count von Waldersee reports that the German gunboat Iltjs is searching the Chinese coast for pirates, who are repeatedly enforcing ex* cions south of Shan-hai-kwan. , May 20. Dr Morrison states that Great Britain and America alone oppose a joint guarantiee of the indemnity. Cou it von Waldersre has abandoned the expedition to Southern Chili, Great Britain declining to co-operate. Sir E. Satow declares that the indemnity is excessive. Great Britain favours a reduction Immediate payneut would probably cause bankruptcy. Sir E. Satow proposes that China shall issue four per ceut negotiable bonds, plus half per cent for sinking fund, secured on the Salt tax, the native i Customs, and the increase of the land and sea iipport duties to an effective five (percent* In order to farther lighten the burden, Sir E. Satow suggests that iGhtua should he te bo ids at par for three hundred million taels now, and the remainder five years hence.
