Speech by Lord Salisbury.
London, May 14. , Tha Marquis of Salisbury, speaking at a banquet of Nonconformist Unionists, said that every patriot should look with feelings of exultation upon the past two years. The Empire was safer and the causa of peace more secure now that Britain’s strength had been so conclusively shown. There was no power in the world but knew that if it defied England’s might it defied one of the most' formidable of enemies, lie' sarcastically depicted the innocent Boers accumulating vast armaments without intending to attack. The contest was the outcome of a long-prepared conspiracy. Finally, be paraphrased Sir A. Milner’s words, “ Never again,” used in reference to Britain’s determination to never again permit a recrudescence of the South African outbreak,
