It was desirable to create $n Imperial Council < f Slate to provide for 83rvi9e necessities and the safety of the Empire. Mr Groschen Said that the Transvaal war showed that the colonists and' Britain did not ehirk from lavishing their resources tor the defence of ' i \ Imperial interests. 5. Lord Onslow said that a conference of J eminent jurists would be convened fibthe close of the year to discuss theformation, of an Imperial Appellate/ Court.
