o London, February 19. In the House of Commons Mr John Dillon moved the adjournment as a protest against Mr Balfour’s long-standing rule that the Foreign Under-Secretary should not reply to questions which had not been notified. The motion was rejected by 204 votes to 149. The smallness of the Government majority is explainable by the complaint of several Liberal Unionists that the rule was too rigid, and by various abstentions from voting, and defections from the Government ranks. February, 20. In the House of Commons Sir Michael Hicks Beach stated that he was unable to indicate the date on which be would deliver the Budget speech but the haste to evade taxation was possibly premature.
