The pernicious party system has already elevated its hydra head in the midst of our city fathers, .and the ratepayers will be wise in time if they prevent ‘‘spoils to the victors” .becoming a leading plank in the platform of our defenders of liberty. While trying to convince uiy neighbour that the plan of employing a man with a horse and dray was one of the wisest ste’os our councillors had ever taken, I was grieved and shocked on being told rtbat the job was merely a reward to a consistent supporter »f party, and that this man owned a dray capable of holding half a yard, and a horse that with a fair wind could only just manage to pull it down a hill, and that even the \va"es were agreed upon. I at once .give the lie direct to this base insinuation, and I have no doubt but that -our representatives will disperse the of their enemies by giving sho situation to an able-bodied man, .and one who will supply a horse aud -dray fit to do the work required. While ton a visit to the Old Country, some •years ago, I was agreeably surprised to see the splend.d stamp of horses employed by the corporations, and I may say that the Home vestries set a verygood example by keeping men, horses and plant fit to do their work : n a firstclass manner. While on the quesho i of Borough officials, can you tell me if we have an Inspector of Nuisances. Had we one I do not consider that the public would have been disgusted as they were by the exposure of tl e slaughter yard scandals. We badly ■w int an Inspector, and I think that .the new town clerk should be asked to undertake these duties »in addition to .the office work. —I am. etc., Cosmopolitan.
