London, February 7. The Ministers and the Powers are discussing the question of the indemnity '
It is estimated that China can easily pay four millions annually aa interest, and a sinking fund on the loan to cover the indemnity of eighty million sterling. The Times Pekin correspondent complains that Britain neglected her opportunity t( foreclose on the Pekin-Shan-haikawan railway, and adds that China was willing to allow .the j foreclosure, but Lord Salisbury did not desire the •responsibility.- The British merchants are indignant.
