TO THE EDITOB OF THB WEST COAST TIMES. Sib— l -have heard, but can scarcely believe the intelligence, that our Inspector of Nuisances, Rate Collector, and Poundkeeper, intends to send in his tender to assess the properties of our townmen. My opinion is, that a public servant should not be permitted to assess properties for whicn he collects the rates. * B.
