October 10. I The insurrection in Italy has caused considerable excitement heve, and much distrust prevails in political and financial civcles. M. Louher, Foreign Secretary, M. Lavalette, Home Secretary, | and Signor Nigra, the Italian Minister, ' left Paris for Biaratz on the 2nd instant | to confer with the Emperor on Italian affairs. An intimation has been officially thrown ou', that the Emperor Napoleon contemplates meny liberal reforms in the Government. Orders have been issued for the enlargement of Cadres of the army, but its effective force it is said will not be increased. M. Achille Fould, statesman and financier, died on October 6. A settlement of the Roman question has been agreed on as follows : — " Italy to take possession of Roman provinces, but Pope Pius to remain in | Rome, and retain the government of I that cily till his death, when the temporal power of Roman Pontiff is to cease.
