When the Timaru and Gladstone Board of Works Bill reached the 20th clause, Mr Moorhouse objected that as' the Waste Lands Act of 1858 gave the land revemie to the provinces for appropriation by the Provincial Councils, the clause was a resumption of the revenue by the Crown, and that the revenue could not be re-appropriated except by a recommendation from the Governor. The Speaker decided that the objection was valid. Mr Moorhouse's motion to report progress was then carried on the voices. The committee will sit again to-day.

11.5 a.m.

The House was in committee on the Bill last night. The first nineteen clauses were passed, but the remaining clauses were postponed to Wednesday owing to a difiiculty of a temporary character relating to the money clauses, the assent of the Governor being required. These clauses will be considered "to-morrow. The Bill is said to be safe.

4.35 p.m. ■ The Loan Consolidation Bill has been referred to a committee consisting of Messrs Featherston, Williamson, Moorhouse, Stevens, Campbell, Stafford, Jollie, Yogel, Macandrew, Curtis, and Fitzherbert, to report in a week.

The Surplus Revenue Adjustment Bill passed this morning attwo'a.m; ayes, seventeen ; noes, three.

The Committee appointed on the motion of Mr Yogel for considering the finance of the colony, has been censured for not bringing up its report.

Last night the Upper House passed the Nelson, Cobden, and Westport Railway Bill, and also referred Westland separation petition to Select Committee.

The Westland Separation Petition was brought up in the House of Representatives, where Mr Stafford proposed its reference to a select Committee, but the composition of the Committee was objected to, and its consideration was postponed.
