MOSCOW.
August 25.
Eevolutionary handbills and letters were discoveied in the possession of some of the captured Poles after the insurrection at Irkutsk, which showed tbat an extensive organisation of troops had taken place. The, -principal number were provided with arms, but some of them were armed only with scythes.
The American Embassy, on their journey to Moscow, received an enthusiastic welcome at all the railway stations. An address and a banquet were given to them at Novogorod. In replying to a toast, the American Envoy extraordinary said that the United States bad always been ready to hold out the hand of friendship to Russia.
The " Independence Beige," in its issue of the 25th of August last, states that the King of the Hellenas has been compelled to return to his capital, where the news from Candia had produced a profound sensation. Under the pretext of forming a committee of relief for the poor Candiotes, an appeal has been addressed to the Greeks, which very much resembles an appeal to arms. There is a rumor of a memorandum which the Greek Government intend to address to the Great Powers, concerning those delicate questions of annexation and' rectification of trontiers between Greece and Turkey In Candia itself the state of affairs has become so urgent that the commanders of the various naVal stations on the Levant have received orders to send each a manof war to that place. A French frigate, with the Admiral's flag, has left Syra for that destination.
On the Danube Turkey has succeeded by timely concessions in warding off the dangers tbat threatened her on lhat side. It is even asserted positively tbat the Prince Sovereign (Ilobenzollern) is to go very .soon to Constantinople, there to settle upon the terms of an agreement which, securing the autonomy of the Principalities, will sufficiently guarantee the rights *of the Sultan.
From Servia and Montenegro the news is not so cheerful. The people of those districts were anxious to get rid of the Turkish garrison as being odious to them. A deputation of Montenegrins has already started for Vienna with this end in view.
General de Manteufiel is yet at St. Petersburg. It is well known that it is due to the intervention of the Government of Russia that the states of Wurtemburg and Hesse-Darmstadt are indebted for the preservation of their autonomy, the rather threatening attitude of Russia in favor of these two states having become apparent from a confidential note from Count Gortscbakoff.
