" HAND-CUFFING."
(TO THE EDITOR OF THE WEST COAST TIMES.)
Sir, — I was sHocked to-day to observe and hear the order given by the Inspector of Police for the hand-cuffing of an expolico constable of the name of Carr, who •it present stands charged with. larceny. There are a good many persons in Hokitika who have known this young man for some years, and who think him incapable of any crime of the kind. However this may be, at all events he stands at present as innocent in the eye of the law. There is no doubt that the manacling of a man under such circumstances, is wholly unjustifiable, and not recognised by the law. I have had this from lawyers, who* told me that it was permitted only in cases where the prisoner is violent, or that violence is anticipated. It is reported that there is a " down" on him in a certain quarter, and that he has been treated as, and charged with being, a convict, which I have the best proof to show he never was. I don't know the young man, and am not interested in him further than to add, as I now do, that I think he has been badly treated in being put in irons without being violent ; and as one of the'public I protest against and complain of it through your columns.
