Independent of the ordinary businoss of a Municipal Council, occasions may arise when it may be necessary for. that body, as the only recognised representative institution here, to embody the spirit and independence of the people who have cast their fortunes in this country, and manfully to insist upon a full measure of justice for them. I may hore mention, with regard to the late contest between Mr W. S. Moorhouse and myself for the representation of Westland in the General Assembly, that no one can bo better pleased at my defeat than I am myself, and that I sincerely rejoice at the return of my opponent, who, at tho time, was a stranger to most of us, but in whom I recognise an able and staunch advocate of our common interests, and through whom, with tho aid of a respectable and influential Council, Hokitika cannot fail to advance. Reeves, Barff, and Cassius, and to thank you for tho expression of confidence it implies in my desiro to promote tho interests of Wostland by any personal services I can render it. The course adopted in this instance by the gftntlemen signing 'the requisition is an unusual one. Prom the explanations offered me*, however, I understand it to be their wish that Mr Reeves and myself should become candidates for tho town ot Hokitika, and that Mr. Cassius should be associated with Mr. Barff in the representation of the goldfields.
