1 Election Notioes. TO THE GOLDFIELDS' ELECTORS OF WESTLAND. p ENTLEMEN,— A Genoral Election of Members for tho Provincial Council of Canterbury is about to tako place, and I have boon requested by very many of my friends to offer mysolf as a Candidate for tho honor of being your representative. I believe them sincere in this expression of thoir wishes ; and with an earnest desire to oblige them, and faithfully serve tho main supporters of this groat community, I offer you my services, pledging mysolf (if elected) to stcdfastly^ guard your interests, and advance to my utmost tho general wellbeing of tho Province. As a Goldfields Representative. I humbly flatter mysolf that I am especially qualified to judgo of all matters connected therewith. For tho last twelve years I have rosidod solely amidst bustling and enorgetio goldfiolds communities, and have taken an active interest in all matters concerning thoir publio welfare. I was one of tho thirty assessors appointed for tho decision of weighty mining matters in tho Castlomaine district, Victoria, and I have had much practical and well tried experience in quartz-reefing, doop sinking, alluvial, and all other methods of gold mining. Boforo tho day of election, I hope to personally lay before you a candid exposition of my views on political and publio matters generally. I will, however, now briefly state to you my opinion on tho following important topic 3 :—: — j In public expenditure I advocate an increased attention to the requirements of the goldfiolds, and a groater liberality towards the Westland Province generally than has hitherto boon evinced by / the Canterbury Governmont; at tho samo time I would never support by my vote tho obtaining of loans for public works except on very favorable terms, as I do not consider it honest or honorable to enrich our country for tho present at the oxpenso of its futuro prospects. The Goldfiolds Regulations I consider require a most careful revision and modification, to meot, as far as practicable, tho particular exigencies of each individual district, and in tho event .of a GoldfieJds Commission being formed, I shall strenuously oppose the appointment of any member not possessing a good practical qualification for the responsible duties deputed to him. I am favor of tho sale of tho town lands of Hokitika at a uniform price of L4B per acre, and tho speedy constitution of a municipality in Hokitika will have my warmest advocacy, for I believe in tho expenditure of our local revenue by ourselves. Tho question of Separation has been of lato little commented on by the publio of Wostland ; I boliovo myself that we aro not yet ready for it, and shall advocate the present preservation of the \mity| of tho Province by an equal administration of justice both in East and West Canterbury. 1 I have tho honor to bo, Gentlemen, Your obodiont servant, Geo. Arthur Horneck. Juno Ist, 1866. 2844
