Alarming war rumors prevail. In Vienna there is great activity in arsenals. Austria has sent a circular note to the great non-German powers, disclaiming responsibility of war with Prussia on the question of the Duchies. Plans have been drawn for constructing a large railway network, embracing the whole of the interior of the empire. Reoruiting |for the Mexican volunteers has commenced in Bohemia. Disgraceful excesses have been committed against the Jewish population ; houses plundered; great riots. The fortifications of Cracow are being armed, and the works are carried on night and day. It is rumored that Prussia offered Austria fifty million thalers to cede her rights over the Duchies.
