How is it that men ■without any special license, can hawk, or place their wares opposite to tho door of any place of the same business, or fill up any public right-of-way without stop or hindrance, much to the annoyance of legitimate tradesmen ? If I understand a husincs license aright, it is to occupy, and transact business, within a space of 33 feet frontage, and not to occupy, hawk, and fill' up public right-of-ways with one business license.
