Of course I should dosiro to soo a careful nnd stoady prosecution of Railways, Harbor Works, and othor Public Works, and should earnestly endeavor to avoid financial ombarrassmoutof tho Province. I trust that, if oleclcd, I shall bo enabled by tho Provincial Council to deal with tho claims of Timaru, of Wostland, and indeed of all tho outlying districts of tho Province, in such a spiritof liberality as will lend lo removo thoso difficulties and misunderstandings which at present exist. Gentlemen, I shall not cither directly or indirectly intcrfero with any of tho elections of membors of tho Provincial Council. This declaration should bo sufficiently indicative of my dosiro that tho public should have tho protection and advantago of a Council composed of entirely independent men, I shall not promise that I will not endeavour to influcnco the Council, because I deem it to be tho duty of a Superintendent, by fair and constitutional means, lo inspiro tho Council with confidence in his administration. It would bo to mo a matter of great anxiety that my Executive Council should bo composed of tho best men in tho countiy ; they would always be treated by mo with frankness and cordiality I am asked what aro my opinions on tho subject of Separation P Although this is not a provincial question, I am not unprepared to oxpross my opinion upon it. Gentlemen, I assuro you I very much disliko the sound of the word, and should regard tho separation of Iho two islands with tho greatest regret. I shall, however, bo willing lo listen lo and rospect the rational opinions of men of all parties, reserving nvv final judgment until every pains has been taken to oxhuust tho question. Uoliovo me, that nothing short of the most urgent necessity would induce 1110 lo afllrm tho wisdom of Separation. Tho self reliant policy has all my sympathy. Nothing could bo more consonant with my views and wishes, than that the colony should rely entirely upon itself in all things.] Gentlemen, I trust I liavo spoken out plainly. If you do mo tho honor to olect me, I will sorvo you with all my heart. If, on the contrary, you decline my services I shall still in some less exalted position endeavor to bo useful.
