TO rilK ELECTORS OP THE PROVINCE OF CANTERBURY. n ENTLEMEN,— Sinco I had tho honor to receivo 1 a requisition inviting mo to stand for tho oflico of Superintendent, nlhergenllonien have offered thomsolvcs as candidates ; and, as some of tho Montis of Ihoso gentlemen aro apparently determined lo misunderstand me, it is necessary that, though an old public servant, I should hasten lo publish in plain terms my opinions upon mailers of interest lo tho Province Of courso I should dosiro to sco a careful and steady prosecution of Railways, Harbor Works, and other Public Works, and should earnestly endeavor to avoid financial embarrassment of the Province I trust that, if olected, I shall bo enabled by tho Provincial Council lo deal with tho claims ol Timaru, of Wostland, and indeed of all fho outlying districts of tho Province, in such a spiritof liborality as will tend to romovo thoso difficulties and misunderstandings which at prosont oxist. Gontlomon, 1 shall not cither directly or indirectly intorfero with any of tho elections of members of tho Provincial Council. This declaration should bo sufficiently indicative of my desiro that tho public should have tho protection and advantage of a Council composed of entirely intlcpondcnl men, I shall not promiso that I will not endeavour to influcnco tho Council, becauso I deem it lo bo tho duty of a Superintendent, by fair and constitutional means, to inspire tlio Council with confidonco in his administration. It would bo to mo a matter of great anxiety that my Executive Council should bo composed of tho best mon in tho country ; thoy would always bo treated by mo with frankness and cordiality I am asked what, aro my opinions on the subject of Separation^ Although this is not a provincial question, I am not unprepared lo express my opinion upon it. Gentlemen, I assure you I very much dislilco the sound of tho word, and should regard Iho separation of the two islands with the greatest regret. I shall, however, bo willing lo listen' to and respect tho rational opinions of men of all parties, reserving my final judgment until every pains has boon taken lo oxhaust the question.
