The " Herald's" correspondent »on the Mexican side of the Ilia Grande, states that a confused condition of affairs prevails. Cortina aud other Republican leaders arc still hovering in .small bands in the vicinity of Mntnmoras, and skirmifh'S between them and the Imp: rials arc still occuiring, though not frequently. Homo of the Liberal leaders in that region aro remaining in a comparatively quiet state, awaiting the result of General Carnvajal's mission to the United Slates. Thoy aro confident the result will be the furnishing them of all the men, money, and materials necessary^ to rid tho country of Imperialists within the next eight months. They linvo already received reinforcements from some quarters. Prisoners taken on either side iv .tl eso border contests luivo little chance of life generally. * After being subjected to umoek trial, thoy uro taken out and shot. The reported defeat of the Imperialists by the Republicans, at XI Jarval, is confirmed. 6000 Imperial troops were expected at Monterey on tho 25th of •September, to reinforce those on the Ilio Grande, Maximilian, it is said, has issued a decree directing that no vessel bo admitted into tho Mexican ports which cannot show proper papers from tho Consul of his empire to the port whence they sail. :
