TO THE EDITOn OP THE "WEST COAST TIMES." Sir, — To any one who has for the last few weeks been absont from Hokitika, no change muststriko him more than the great improvements in our streets and footpaths. But, Mr Editor, I will ask all your readers of what earthly use are tho latter if they are blocked up by great hogsheads, anchors, tubs, bales, &c. I allude specially to Wharf street. If the latter nuisance is allowed to exist, perhaps in a week or two the passage for tho carts may resemble tho narrow footway in tho Dunedin Arcade. Yours, etc., A Lookeh-on.
