My long residence and connection with tho West Coast, with actual oxporionco in your midst, has made mo well acquainted with your wants and requirements. Upwards of oight months ago, I boliovo, I was tho first to urgo successfully on tho Government tho establishment of tho proscut signal station, boat's crow, and commencement of our wharf ; but there is much yet to bo dono to perfect theso arrangements, with tho approaches thoroto, which demand prompt attontion. I doprocato exceedingly the lavish and wasteful expenditure of tho people's monoy on tho moro Christohurch idoa of an escort and dray road, to tho serious detriment of our othor and moro important intorosts. I would strenuously advocate tho necossity of opening up tho country by means of roads and bridges, to connect tho various mining districts with tho commorcial centres of Hokitika and the Grey, and urgo tho establishment of a mounted escort to convoy tho precious metal from tho different goldfields at regularly stated intervals to tho aboYO-namcd ports of shipment. lam also of opinion that tho postal sorvicos on tho West Coast require a thorough supervision and adjustment. Tho question of oponing tho ports for tho frco importation of cattlo undor tho suporvisiou of a duly qualified inspector, I look upon as all important, affecting as it doo's in a vory matorial dogroo tho intorcsts and wcll-boing of tho wholo community. I would strongly urgo on tho Government tho advisability of al onco disposing of town sections at a moderate prico, giving prosont holdors a priority of claim ; and that ovory oncouragomont should nlso bo givon in tho matter of rural lands to tho bona fldo sotllor.
