By tho brig Sarah, from Mauritius, wo are placed in possession of Mauritius papers to tho 11th ult., which contain intelligence from England to tho Bth July, and America to tho 23rd Juno. The British Parliament was dissolved on tho 6th July by Eoyal Commission. Hor Majesty announces that her relations with other countries were • vory satisfactory, and that there was no chance of tho peaco of Europe being disturbed. Her Majesty rejoicos at. the tranquility and prosperity of India, the cessation of the American war, and the' conclusion of treaties of commerce with Prussia and the Zollveroin, and concludes by the enumeration of tho acts of public utility that had passed the Parliament. Tho elections occupied much of public attention. Tho convention between England, Franco, Bolgium, and Holland, establishing a uniform drawback on sugar, has been definitively ratified by all tho parties. Omer Pacha had arrived in France and had had an interview with the French Foroign Minister. Lord Westbury has been obliged to retiro from tho Woolsack on account of the vote of censure in tho House of Commons. It was said that Lord Cranworth has consented to succeed him. The Revenue returns for tho year and quarter ending 30th Juno show a deI crease; but considerably less than might -havo been expected from tho reduction in taxation. Tho House of Lords has rejected tho Roman Catholic Oath Bill by o majority of ! 84 to 63. ■ • • ' Mr Longfiold has brought the whole of tho scandals in whioh the Lord Chancollor is implicated boforo the House of Commons. Ono of tho parties concerned in jobbing offices has been suspended by Government. A terrible fire has destroyed tho extonsivo promises of Messrs Sotheby and Wilkinson in tho Strand. An accident has occurred on tho Great Eastern Railway similar to that of Staplehurst, but unattended with fatal consequences. •■ ' ' \ A serious election riot has taken place at Nottingham. Tho French Minister of tho Interior has issued a circular directing the electors shall bo allowed tho unrostrainod exercise of their right of voting at tho ehsUing municipal olections. At a French eleotion for a vacant seat in tho Corps Lcgisldtif, tho Government candidate has been beaten l by tho largo majority of nearly 2000. Tho Fronch Corps Lcgislatif have passed tho extraordinary budget by an overwhelming majority. Tho Italian Government has finally rejected tho conditions proposed by tho Pope respecting tho bishops, and Signoi* Vegozzi has had a favorable audienco of His Holiness. Tho Austrian Cabinet havo iesigned. Tho ringleaders of the Veneian Revolutionary Committco have been ontonced to imprisoninont with hard labour.
Advice from Mexico state that tho Imperialists had totally defeated Negrete, the General of tho Democrats, the latter losing 700 killed, 2000 prisoners, togethor with arms and amnmnition. Negrete himself was captured. The Imperalista also took Ooniarago. . The subject of the mail service in Maurithis was still engrossing much attention, the Peninsxilar and Oriental Company having given notice of tho termination of thoir contract aftor June, 1866. A fortnightly mail was advocated, and the preference was given to the Ceylon route. It was considered that tho two sorvices could bo perfoi*med at loss than half the subsidy at presont paid. ' The revenue for tho proceding she months >was £296,692, and tho expenditure £274,905, or an incroaso of £40,000 as compared with tho provious year. Later advices from Madagascar state that tho treaty with England has been concluded at the capital, and had been recoived with great rejoicings. Tho torms of the treaty accord tho establishment of a consular court over British subjects. Exports and imports aro to pay 16 yov cent. duty. There is a prohibition against tho exportation of cows and timber. Nows to tho 6th July from Egypt has been received in England. Tho cholera was diminishing.
